Our Pastors

Jamé Bolds

Lead Pastor (Vision & Theology)

Jamé believes the local church is the heartbeat of a community, where friendships form, faith grows, and life is shared together in meaningful ways. At Victory, he focuses on ministry vision, board leadership, and financial strategy, with a strong emphasis on whole-life discipleship connecting faith to work and economics. He shares Sunday teaching with Pastor Stu.

Jamé serves as CEO of Pathmakers Foundation, a venture philanthropy helping ministries build economic sustainability. His roots in economic theology trace back to the Acton Institute.

He is ordained with the Assemblies of God and a Ph.D. candidate at Universiteit van Stellenbosch. He’s Tejano 🌶️, a professional coffee buyer so text him (757) 504-0322 for a cup.

Stuart Ross

Lead Pastor (Church Ministries)

Stuart oversees the preaching, discipleship, and pastoral ministries of Victory Church. He is passionate about helping people discover how faith in Christ can transform their families, work, and inner life. He has previously served as a lead pastor in a multisite church, a discipleship pastor, a missionary to Bulgaria, and an associate dean at the University of Valley Forge.

Stuart is ordained with the Assemblies of God and holds an M.Div. from Regent University School of Divinity and a D.Min. from the Assemblies of God Theological Seminary. He has collaborated extensively with Pastor Jamé on discipleship frameworks such as “Life in 5D,” focusing on whole-life formation.

Jennifer Bolds

Executive Pastor (Ministries)

Read Bio

Jennifer serves as Executive Pastor (Ministries) and is a marriage and family therapist as well as a professional musician. She oversees Victory’s ministries, walks with families through counseling and care, and integrates creativity and worship into the life of the church. Along with her ministry responsibilities, She operates a counseling practice off campus and is a corporate psychologist training engineers and scientists in emotional intelligence as a practical skill set all throughout the northeast. She is also the Executive Director of the Jennings Leadership Foundation providing practical leadership skills through emotional intelligence to non profit leaders.

Pastor Jennifer is ordained with the Assemblies of God, holds a B.A. (music), Southeastern University and M.A.(Counseling) Gordon-Conwell Theological Seminary.

Heather Ross

VKids Director

Read Bio

Heather oversees Victory Kids, leading children’s ministry for birth through 5th grade at Victory Church. She is passionate about forming children into devoted followers of Christ and helping families build lasting faith. She has previously served as a missionary to Bulgaria, a Bible and theology instructor, a children’s ministry coordinator, and currently serves as an ESL teacher in Newport News Public Schools.

Heather is licensed with the Assemblies of God and holds an M.A. in Practical Theology/Intercultural Communication from Regent University.

Paul Popadak

Media Director

Read Bio

Paul Popadak is a New England–born audio and media engineer entering a new decade of work in churches and worship spaces. With over 40 years of experience, he has contributed to respected venues and organizations, including the Ferguson Center and was the original audio engineer for the Dallas Cowboys Cheerleaders, where God saved him from a life of unsatisfied misery. Early in his career, he tuned the horns at the City of Jericho, but the walls came tumbling down and he was fired.
His recent focus includes live music production, audio system installation, and technical design for diverse congregations.

Paul is known for distinct humor, precision, reliability, and creative problem-solving across live and recorded media. He continues to bring passion and purpose to every project, helping the Victory community share their message with clarity.
